Membership By-Laws - Article Eleven: Members & Membership
11.01 Classes
There shall be three (3) classes of membership in the Institute as follows:
- Voting Members;
- Honorary Members; and
- Associate Members.
11.02 Voting Members
- Manufacturer - Any Person, being a manufacturer of plumbing and heating products, shall be eligible to become a Voting Member provided an important portion of his business is adding at least 40% Canadian content as defined by Canadian General Standards Board CAN/CGSB-147.3-82, by the modification or transformation of materials and/or the assembly of parts in Canada to products that are used in the plumbing and hydronic heating industry. The company must have been in business for a reasonable period of time as determined by the Board.
- Wholesaler Distributor - Any Person, being a wholesaler distributor shall be eligible to become a Voting Member provided he buys from at least one major manufacturer serving his locality in six or more of the following 8 product categories, at least one of which must be category one. Such members shall not be directly involved in the installation of such materials.
- Full line of plumbing fixtures.
- Full line of faucets and plumbing trim.
- Tubing and pipe.
- Water heaters.
- Pipe fittings and accessories.
- Full line of drains.
- Hydronic equipment.
- Potable water system equipment.
- Specialty Wholesaler Distributor
Any Person, being a wholesaler distributor shall be eligible to become a Voting Member provided he buys direct from at least one major manufacturer serving his locality in each of the product categories listed under one or more of the following options. Such members shall not be directly involved in the installation of such material.
Option 1 (Plumbing)
- Full line of plumbing fixtures
- Full line of faucets and plumbing trim.
- Bath and shower accessories.

Option 3 (PVF)
- Tubing and pipe.
- Full line of valves
- Pipe fittings and accessories.

Option 2 (Hydronic)
- Hydronic Equipment.
- Controls.
- Tubing and pipe.
- Pipe fittings and accessories.

Option 4 (Municipal)
- 1. Municipal valves and hydrants.
- 2. Tubing and pipe.
- 3. Pipe fittings and accessories.

- Master Distributor - Any person being a Canadian Corporation with a sales staff and inventory in Canada shall be eligible to become a voting member provided an important portion of his business revenue is derived from the warehousing and sales of EXCLUSIVE plumbing and/or heating products to the Canadian plumbing wholesaler industry. Such member shall not be engaged in the installation of, or sales to, consumers of plumbing and heating products. The company must have been in business for a reasonable period of time as determined by the Board.
- Associate: Manufacturer (Non-Voting): Any person being a manufacturer with executive sales staff and/or commissioned representation in Canada shall be eligible to become an Associate Member (Non-Voting) provided that an important portion of his business revenue is derived from the supply of Plumbing, PVF, Hydronic and Municipal product lines where there is no significant manufacturing, stocking base and representation for these product lines in Canada. These products will be sold and inventoried through the wholesale distribution industry in at least five provinces. Such members shall not be directly engaged in the installation of, or sales to consumers of plumbing and heating products. The company must have been in business for a reasonable period of time as determined by the Board.
11.03 Honorary Members (Non-Voting)
- Honorary membership in the Institute may be granted to those Persons who have rendered distinguished service to or in the plumbing and heating industry in Canada.
- Honorary members may be elected by a majority vote of the Board. Honorary members shall be elected for life and will pay no dues or assessments and will have no voting eligibility or power.
11.04 Associate Members (Non-Voting)
- Associate: Manufacturers' Agent (Non-Voting) - Any Person being a Manufacturers' Agent shall be eligible to become an Associate Member (Non-Voting) provided his principal business is performing in Canada the sales and marketing functions with architects, engineers, contractors and retailers through wholesale distributors for one or more CIPH members in a defined, exclusive sales territory. The agent shall not be engaged in the installation of or direct sales to consumers of plumbing and heating products. The company must have been in business for a reasonable period of time as determined by the Board.
- Associate: Services (Non-Voting) - Any Person being a Canadian corporation shall be eligible to become an Associate Member (Non-Voting) provided an important portion of his business revenue is derived from the supply of the industry services to the Canadian Plumbing and Heating Industry. Such member shall not be directly engaged in the installation of or sales to consumers of plumbing and heating products. The company must have been in business for a reasonable period of time as determined by the Board. Eligible services are:
- Industry Publications
- Pricing Services
- Product Certification Services
- Hydronics (modern hot water heating) Specialists which may include designers, training professionals, engineering services, system prefabricators, and specialty distributors
- Associate: Technical Institute (non-voting) - Any person being a Canadian Technical Institute shall be eligible as an Associate Member providing an important portion of his business is derived from the technical training and support of the Canadian plumbing and heating industry. Such member shall not be engaged in the installation of, or sale to consumers of plumbing and heating products.
- Associate: Hydronic Installer (non-voting) - Any person being a Canadian Hydronics installer shall be eligible to be a member of the Canadian Hydronics Council provided that an important portion of his business is performing the installation and sale of hydronic (hot water) heating systems. Such members must have a valid trade qualifications certificate, valid provincial fuel license and must be employed by a company with a valid municipal business license. The person must have been in business for a reasonable time as determined by the Board.
- Associate: Manufacturer (Non-Voting): Any person being a manufacturer with executive sales staff and/or commissioned representation in Canada shall be eligible to become an Associate Member (Non-Voting) provided that an important portion of his business revenue is derived from the supply of Plumbing, PVF, Hydronic and Municipal product lines where there is no significant manufacturing, stocking base and representation for these product lines in Canada. DEFINITIONS AND INTERPRETATION
1.01 Definitions
In this bylaw and all other bylaws of the Institute, unless the context otherwise requires:
- "Manufacturer" means a Person with a substantial investment in a plant, or machinery or tools and fixtures in Canada, pertaining to Plumbing and Heating;
- "Wholesaler Distributor" means a Person whose principal business is the distribution to the industry of plumbing and related products and that he continuously carries in stock a general assortment thereof in sufficient quantities to answer all ordinary requirements of the industry in his locality;
- "Industry" includes mechanical and plumbing contractors, industrial and maintenance accounts and retailers;
- “Master Distributor” means a Person whose principal business is the distribution from a Canadian warehouse to the wholesaler industry of an exclusive line of plumbing and/or heating products not available from another Canadian source.
- "Member" includes a member company;
- "Person" includes a Canadian citizen, Canadian corporation, partnership or business registered to carry on business in Canada;
- "Plumbing and Heating" includes any of the products of plumbing and hydronic heating and waterworks as more fully described in this bylaw;
- "Region" means the geographical area designated as regional grouping of members of the Institute.
