Flexibility and Streamlining Packed into New Budget Bill

We live in a world of great complexity and one of the ways that CIPH provides value to our members is by navigating through it, making sure the interests of our members and our industry are being considered.

 

Over the last several years CIPH has been very active in shaping relevant energy efficiency regulations, working with Natural Resources Canada (NRCan) to make sure that they understand the market readiness for any significant changes. Now much of that work on the Energy Efficient Act is being tabled in the second Budget Implementation Act of the current Liberal government, embedded in the Canadian Free Trade section of the bill.

 

While reading through parliamentary language is challenging the most important part of these amendments is that NRCan will have an increased ability to align standards with other jurisdictions. This should ultimately mean a more harmonized environment from coast to coast and across international borders, which have been long term goals of the association for some time as they provide the benefit of creating of a consistent operating environment. This is especially valuable for our members whose companies operate north and south of the border.

 

Additionally, through this piece of legislation NRCan is also seeking to streamline the regulatory process, which should shorten the timelines to action on key issues. These legislative changes will also help bridge the gap in terms of more timely adoption of codes and regulations, a long-term member priority. Current lack of uniformity and harmonization of enforcement of national model codes makes business planning more challenging while draining value from industry participants.

 

NRCan has been a consistent partner with industry in shaping the markets for the future. With energy efficiency becoming such an important feature of regulatory action, CIPH is grateful for the ongoing opportunity to be a resource to this critical ministry.  We will report further in the future as this bill works its way through the political process.
